Reporting to the SVP, Sales and Business Development, you will work closely with Proposal and Estimating leadership for the development, coordination and submissions of utility proposals. You’ll keep complex utility construction bids on track by organizing key inputs, facilitating cross-functional collaboration, and ensuring documentation is accurate, complete, and compliant. In this role, you’ll work closely with Business Development, Estimating, Operations and subject matter experts across the organization to produce comprehensive bid packages including Requests for Proposals (RFPs) Requests for Information (RFIs), Scopes of Work, Bid Request Forms, Risk Plans, and more. 

What You'll Do

  • Support end-to-end proposal development process, ensuring timely and high-quality submissions
  • Organize and maintain all bid-related documents in a centralized system, including drawings, agendas, and supporting materials
  • Coordinate pre-bid activities such as site visits, stakeholder calls, and internal/external meetings
  • Facilitate strategy and status meetings to monitor progress, resolve issues, and drive alignment on next steps
  • Prepare and upload critical documentation including Scopes of Work, Bid Request Forms, and Risk Plans, into the Sales Hub platform
  • Assist in assembling and submission of complete bid packages, including pricing sheets, execution strategies, bonding requirements, and other required forms
  • Ensure seamless file management throughout the proposal lifecycle, from development through submission and handoff to the Project Management team
  • Support RFP preparation activities and to manage proposal schedules, assign responsibilities, and monitor timelines to ensure compliance and punctuality
  • Working collaboratively with Proposal and Estimating Teams to proactively identify and help resolve conflicts to maintain workflow efficiency
  • Perform other proposal related tasks as requested by the leadership

What You'll Have

  • Bachelor’s Degree in English, Communication, Business, numerate discipline preferred, or
  • 5+ years of demonstrated proposal administration and coordination experience with increasing responsibility (pipeline construction industry will be advantageous)
  • Prior experience working in Cost Data and Bid Platform systems

Work Environment

  • Work is performed both in an indoor office environment and on construction job sites
  • Flexibility to work different schedules and stay late with little or no notice
  • Must be able to read documents, use a computer, communicate verbally and in writing
  • Mobility required within an office, warehouse and construction site environments
  • Ability to occasionally lift up to 20 pounds
