Job Summary
The Manager - Project Management (Construction Operations) provides leadership and oversight for project management and project controls across utility construction projects. This role is responsible for establishing and maintaining standardized project management practices, reporting frameworks, and resource planning processes that support safe, efficient, and profitable project execution. The position partners closely with Operations, Finance, Safety, and other stakeholders to align project delivery with business objectives while ensuring projects meet client expectations and operational performance targets. This role also supports continuous improvement of project workflows, tools, and reporting practices to enhance visibility and accountability across construction programs.

 

 

  • This position is ideally suited for candidates located in the Washington, DC metropolitan area, as the role works closely with regional leadership and regularly engages with teams in our primary local offices in Manassas, VA and Silver Spring, MD.

What You'll Do

 

 

PMO Leadership and Strategy

  • Provide leadership for the PMO function, supporting the development and execution of project management strategies aligned with organizational goals.
  • Establish and maintain standardized project management frameworks, tools, and processes that promote consistency and operational efficiency.
  • Support the development of strategic plans related to project management, project controls, and portfolio oversight.

 

Governance, Processes, and Controls

  • Develop, implement, and enforce project management and project control standards including estimating, scheduling, cost control, risk management, and reporting.
  • Maintain governance structures that ensure transparency, accountability, and compliance across projects.
  • Develop reporting frameworks, scorecards, and dashboards to track project performance, portfolio health, and key operational metrics.

 

Portfolio and Resource Management

  • Support the prioritization and management of project portfolios to ensure alignment with business strategy and operational capacity.
  • Partner with operational leadership to optimize staffing, resources, and tools required to successfully execute projects.
  • Identify potential project risks and implement mitigation strategies to minimize operational disruption.

 

Stakeholder Engagement and Cross-Functional Collaboration

  • Build strong working relationships with Operations, Finance, Safety, Fleet, and client stakeholders to support successful project delivery.
  • Provide regular updates and reporting to senior leadership on project status, risks, and performance trends.
  • Serve as a subject matter expert on project management best practices and drive adoption across the organization.

 

Leadership and Continuous Improvement

  • Lead, mentor, and develop PMO staff and project management personnel to strengthen project execution capabilities.
  • Promote a culture of accountability, safety, and continuous improvement across the project lifecycle.
  • Conduct post-project evaluations and incorporate lessons learned into future project planning and PMO practices.

What You'll Have

 

 

Education

  • Bachelor’s degree in Construction Management, Engineering, Business, Finance, or a related field, or equivalent combination of education and relevant experience.

 

Experience

  • 8–10+ years of experience in project management, project controls, or construction management within utility, infrastructure, or energy-related industries preferred. 
  • Experience supporting gas transmission or distribution construction projects preferred.
  • 5+ years of leadership experience managing project teams or functional work groups.

 

Skills and Competencies

  • Strong understanding of project management and project control principles including scheduling, cost management, forecasting, and risk management.
  • Experience developing project reporting frameworks, financial tracking models, and performance metrics.
  • Proficiency with project scheduling software (e.g., Oracle Primavera P6) and advanced Excel capabilities.
  • Demonstrated ability to translate business objectives into actionable project initiatives.
  • Strong leadership, communication, and stakeholder engagement skills.
  • Proven ability to drive process improvements and lead change initiatives in operational environments.
  • Professional project management certifications (e.g., PMP or equivalent) preferred.

  • Work is performed in a typical indoor office environment
